Holt arrived at the military camp thirty minutes ago and ordered the military to attack Agnas. He also ordered them to be on guard
after the attack ended.
He did that because he was informed that the cultivators of Skermann had plotted to fight back. According to his initial

calculations, the cultivators of Skermann should be hiding at Agnas at the moment.
The cultivators surely escaped when the attack started, and they would naturally fight back once the attack ended. A Sanctuary
level cultivator alone could take on an army.
Holt created sspecial equipment to fight those cultivators. He was only waiting for the Skermann cultivators to attack so he
could take them all out in one go.
Most cultivators would stand up for justice. Cultivators existed to maintain world order, after all. Holt was not a fan of anyone who

In order to gain control over Bullard Bay, Holt spent a lot of tsearching and finally found a way to deal with cultivators. It could
easily get rid of any cultivators who were inferior to the Emperor level.

region in the world, so any havoc would not draw a lot of attention from cultivators worldwide.
